Set RVMS.Position := 0 before calling LoadRVFFromStream.
If it does not help: what's the value of RVE.RVFWarnings after loading?

Yes, this is the correct solution
(in the latest version of TRichView, all tags are strings, and option rvoTagsArePChars is maintained only for a backward compatibility)
